The book, Potholes, Parks, and Politics, was written with help from Teresa Barth, who has been an active member of her community for over twenty years. She served on the Encinitas City Council from 2006-2014 and as Mayor in 2013. Teresa was a 76th State Assembly District Woman of the Year Nominee and was recognized by the San Diego County Board of Supervisors for her dedication to the best ideals of public service.
About the Author Lisa Shaffer
My career of over 45 years has included policy development and international negotiations at NASA and NOAA, strategic planning and market research at a major aerospace corporation, program development and interdisciplinary program management at Scripps Institution of Oceanography and across the UC San Diego campus, teaching business ethics and corporate social responsibility to college students, and four years on the city council in a coastal Southern California city of about 63,000 population. I earned a PhD in Public Policy and an MBA, both many years after graduating from the University of Michigan with a degree in Political Science.
Philosophy
I was elected to the Encinitas, California, City Council in 2012. My campaign promises were to Work Hard, Tell the Truth, and Play by the Rules. I came in first, with more votes than any candidate for City Council in my town. Since leaving office in 2016, I’ve been dabbling with memoir writing, consulting, traveling, and always volunteering and political activism. I am semi-retired and teach Business Ethics and Corporate Social Responsibility at UC San Diego’s Rady School of Management on a part-time basis.
